Yes. It is usually used as a modal verb if there is an obligation to do something and failure to do so will have a negative consequence. For example: You'd better take an umbrella or you will get wet.

Short answer, yes. Longer answer, 'had better' is verb phrase that belongs to a group called semi-modals. The difference between modals and semi modals is that semi modals are not used in an many contexts as modals. For example 'had better' can't use in the past.
