You can say, "I can make myself understood", that's correct. It pretty much means, "I'm not amazing, but I can make sure you understand me." www.italki.com/garyalexander

Like Alex said, it's "I CAN make myself understood". But like Ren, I think it would sound better if you said "a little" or "enough" because it's less wordy than what you're trying to say.

No, I don’t recommend using that! Say, “I know a little bit (of english).”

I'd rather use "I adore my sister" as a somewhat fancier way than "I love her" with no romance implied.
