The most difficult languages are:
Hungarian; Finnish; Japanese; Korean; Arabic.
German is a cinch compared to those five. Although English is difficult, it doesn't come close to the others.

Definitely English and Japanese.
English because - So many rules that are constantly broken and made exceptions for, unclear pronunciation from spelling, and so many etiquette rules about how to speak politely. For instance, "I want water" is rude in English, but the same sentence in Chinese is completely normal.
Japanese - They use 3 different writing systems all together at the same time! They also have 3 levels of talking which you need to know, in terms of politeness, i.e. talking up to someone (your boss, parents, etc) talking evenly with someone (friend, coworker) and talking down to someone (subordinates, enemies, etc)
For those of you who said Chinese, I have to strongly disagree, Chinese is many times easier than either of the above languages.
