"chow" is slang for "food"
"scarf out" is informal for eating quickly, without manners, usually a lot of food
Maybe the people at a party/picnic/celebration and want to eat a lot before all of the food is gone.
I think "scarf down" is more common. (That's the one I use.)
And "pig out" (without chow) is also common.
