Here: five weeks of breathing actions. Refer to matches(German to Argentina) or matches before the fina stage? The order here is weird to me.

I see that you have misspelled a couple of other words, so I wonder if you have done the same there?
Or was the original written by a non-native speaker?

I think you mean "breathtaking action" not "breathing actions". It is referring to all of the other games leading up to the final game.

I am assuming it is the most recent 5 weeks of matches. If it were anything else me may just look at as word play to sell the article. "As the World Cup" links this clause to "what we have seen in Brazil in 2014". "As the World Cup" would be a clause most current to the time of the World Cup. The other portion of the clause must refer to other matches before 2014.
