I have just read a newspaper headline that says 'Spanish transport secretary resigns after new trains too big for tunnels'. I'm wondering why the verb to be is not being used here. Is it some kind of journalistic style?

In newspaper headlines or titles, brevity and conciseness are crucial. To save space and create impact, auxiliary verbs like "is," "am," or "are" are often omitted. The structure used in the headline is a compressed form, common in journalistic writing;)
