Is it possible in Spanish to leave out the word "que" in
"No recibí las papas fritas que pedí."
and say
"No recibí las papas fritas pedí." ?
In English we can say
"I didn't get the french fries that I ordered,"
but we can also omit the word "that" and say
"I didn't get the french fries I ordered."

"que" is necessary in Spanish in this case. In English, "I did not get the French Fries that I had ordered." is considered correct and a complete sentence. Some words can be dropped in English for more of a colloquial meaning or expression.

The relative pronoun is mandatory in such constructions not only in Spanish as Norberto has already explained, but also in the other Romance languages like French, Portuguese and Italian.
