And in regards to about you just said, I can't find an accurate interpretation of their compliment if the person who receives that can't hear their intonation of voice, their facial expression, neither a context of their saying. Yet, they even don't know you. So, the interpretation should be something superficial. Then I don't think it's (necessarily) creepy as you think. Most people have the habit to give compliments for everyone and it can result boring, unrespectful or inadequate sometimes. Anyways, it depends of many factors.
