Is it correct to say "She's over-the-top inquisitive"? (meaning that she's overly curious).

The meaning might be understood, but the grammar doesn't really work. The adjective phrase "over-the-top" doesn't really function well as an adverb. I would suggest: She's extremely inquisitive.

Over-the-top usually has a negative connotation of too much or ridiculous. "She's super inquisitive" works for casual speech. I think extremely would work for less casual speech.
