欧盟成员国此前一直在设置天然气价格上限方面存在分歧。德国、奥地利和荷兰等国对相关方案有异议，认为限价price caps会导致欧洲急需much-needed的天然气向其他市场转移divert to，扰乱能源市场的运作。但希腊、比利时、意大利和波兰等国提出相反的意见，要求设定价格上限，以保护其经济免受高能源价格的影响。
