There are definitely language partners who are not a good match.
That is fairly common.
Finding someone that you are comfortable with takes some trial and error.
Also, while most people are happy to talk with an outsider who is learning their language, a few people react with rudeness simply because the situation makes them uncomfortable.
When I was first learning Spanish, I would shop at grocery stores where most of the employees were Spanish-speakers. 99% of them were thrilled to talk with me, but sometimes a person would be angry or irritated.
A person who was particularly rude to me told me later that it was because they were insecure about their level of English, so they were afraid to talk to native English-speakers.
And of course, some people are just grumpy. It has nothing to do with language.
