So, as for the first one:
1a is grammatically correct and 1b incorrect. However, I would say that a more natural sentence would be "I wish you had called yesterday". Unless you want to focus on the other person's inability to have called.

as for the second pair, they are both fine. One focuses on the ability to call and the other  one's intent to do so (or lack of it)
In speaking, I'd say a more natural way of communicating a similar message would be: I was hoping you would / could...

As for the 3rd pair of sentences, both sound fine to me. 3a focuses on a hypothetical present situation, and 3b focuses on the past.
