To grovel means to be servile or to prostrate yourself. I know you meant it metaphorically, it would have worked for "a groveling apology" for example, but it doesn’t really work in this context.

It gives us more information about the food crisis. It is only extra information (non defining relative clause). Without it the sentence still makes sense. There are other ways to write this.
