"Used to = [base verb] is a construction used to talk about ongoing states or actions in the past. We often use this construction because we don't have an imperfect tense in English. The Simple Past tense doesn't tell our listener that the past state or action had a duration, so we use "used to + [base verb] or "would" + [base verb] to express that the state or action happened or existed over time. In this construction, "to" is a particle of the infinitive verb, so it has to be followed by a base verb to complete the infinitive. "Be used to" is much different. It describes the subject being accustomed to something or someone. In this construction, "to" is a preposition, so if you want to use a verb after it, you have to use the gerund (-ing form) because that's the only form of a verb that can be the object of a preposition in English.
