#1 All are grammatical, but only 1a has the intended meaning. "To question" can mean "to ask a question", but it can also mean "to have a doubt". For example, I question the wisdom of eating a lot of candy. In 1a, the first meaning is used. In 1b and 1c, it is the second meaning that is used. The police are taking him because he expressed doubts about something in connection with the murder. #2 "Differentiate" is a poor word choice. "Base" would have made the meaning clearer. "Rightness" is also a poor word. It is the judgement of rightness that is under discussion, not the rightness itself: "We can then base our justification upon one of several alternative criteria: moral rectitude, ..."

The first [1a] is the typical form used, you don’t need to add anything further. In [2] the original is correct as written. ‘Moral rectitude’ is one of the options, and the differentiation is between the various possibilities, including moral rectitude i e. doing what you believe is right from an ethical perspective, rather than conforming to other criteria of correctness. Your rewriting is grammatically awkward and not logically consistent. You ‘differentiate between’ alternative possibilities, in which moral rectitude is not the criterion for assessing the others, but an option in its own right. I hope my explanation is clear, but if not let me know and I’ll try to explain.
