Which one is better , or both mean the same thing? Not everybody can do that , not because of their not having enough time but enough money Not everybody can do that, not because the dont have enough time but enough money. The first sounds formal or fancy?

The second one sounds more natural. If you want a more forma varriant: "Not everyone is capable of doing so; not due to a lack of time, but to a lack of funds." I hope this helps.

Grammatically, it's fine to say "not because of their not having enough time," but it does seem quite formal, and also unnecessarily wordy. It would work in a formal context, like a collage essay. "Not everybody can do that, not because of their not having enough time, but because of their not having enough money."
