there was about 12...uh....10 of us on the panel. I was...say....facilitating it. He has some stutters, pauses and bridge words that made it sound confusing.

He says something like this: "There were about twelve, eh, ten of us the panel and I was, say, facilitating it." If you were transcribing it for publication you might write "There were about ten of us on the panel and I was facilitating it." He is speaking conversationally, informally, and not in the manner of a carefully prepared speech. The people on a "panel" are giving their opinions. A "facilitator" could also be called a moderator or a chairperson; he isn't giving his opinion, but he's running the presentation. For example, someone might ask "Is there a problem with thus-and-such?" The facilitator might say "Lewis, I think you've studied that, would you like to take that question?"
