Are you looking for a chat specically for Swedish language learners? 

I am not sure that it exist, but maybe you can search for Swedish native people here on Italki and talk  to them through that?

I have also heard that hello talk is supposed to be an awesome app for finding language partners ^_^
Lang-8 is also a good site if you want to use something more than just italki.
