Correct phrasing?

Hello! I'm writing a restaurant scenario for class and was wondering if this would be the proper way to phrase what I'm trying to explain. Any help would be appreciated!

This is the translation (it would be posted on a sign in the scenario):

According to California law, customers must ask for straws.

I think it should be like this.

カリフォルニアの法律により、ストローをご利用のお客様には個別にお申し出いただく必要がございます。

ご不便をおかけし申し訳ございません。

In order to translate it properly, we need the context.

"According to California law, customers must ask for straws. "

Does this means that customers have to use straws for drinks, so they need to ask staffs to give them straws??
