In which cotext we should use the term " no offence "

Be forewarned in America if you say "No offense" people will expect what you are saying next to be rude or offensive. For example, "No offense but you don't look good today". However if you say "You don't look good today", and they say something back, then you say "No offence meant" then it is more of an appology.
In Spanish: "sin ofender", it means just the same that in English.
i think mikayla's comment is correct though.
"What I am wondering about is whether or not we can discuss this issue without taking personal offense about it?"
"It is easy to understand that a person might take offense at this subject, as it is a delicate matter."
"I assure you that my remarks are not intended to offend you, as I hope that we can be friends
and partners in this matter."
"There is a difference between taking personal offense at everything that is said,
and maintaining a civil discourse with mutual respect as its basis."
"Nobody likes to be offended."
"I know that we run the risk of feeling offended in this matter, but I assure you that
I have no intention of offering a personal insult. My hope is to discuss the issue with clarity."
How about this:
"It is not at all practical for a person to go through life being personally offended by everything."
"I assure you that it was not my intention to offer an offense."
"This is not a matter of a personal offense."
"It might be a personal offense, had I commented upon your person.
However, I did not comment upon your person. This not a personal issue, but a matter of
social concern."
"To avoid giving offense, I never comment upon 'the person'."
"Had I commented upon your 'person" then you could reasonably claim that
I had offered a personal offense; but your 'person' is not the subject of our dialogue.
We are discussin a public, and not a private issue."
. "I apologize for having offered you a personal offense.
It was not my intention to offend."
"Well, if you are going to offend somebody, you may as well do it and have done with it.
There is no reason to pussyfoot around if you intend to offend other people."
"Please do not take this personally, because my remarks are not intended as an offense,
or as anything intended to denigrate your person. What I am trying to say is.....etc."
