Moscow is an old city and cannot deal with such an amount of cars, even after several road-reconstructions. The situation has been changing for good during last couple of years, but still there are too many traffic jams. The government should definitely motivate to use less cars in the city center. There are already paid parking places, but the problem is still essential. In my point of view, the issue can be partially solved by investing in urban public transport system, so the citizens wouldn’t need to use their cars. I mean not only convenient buses, trams and trolleybuses, but also reasonable prized taxes and developed bicycle-infrastructure. In this case, there’ll be more free space, the cost per a ride will be lower, trips will take less time, and what is crucial, it’s much better for environment, as there’ll be less emissions and noise. On the other hand, some people may still not agree to use public transport as they are used to comfort of their cars, with conditioners, loud music and no other people. Another solution would be introducing additional taxes for parking in the city center. This money could be used then for improving the urban transport system. But then such social groups as physically challenged people and parents with small children would have to pay for it without having a worthy alternative. Taking into consideration all pros and contras named above, I’m coming to conclusion that investment into urban public transport would be the best way the government should choose to make the city center more comfortable.
