In most of the traditional companies, people at work should wear a uniform. Because it has become a culture of the company. There are many experienced collogues who have been working for decades. They used to wear a suit. If a new employee dressed informal, he/she would like a staff from another company. When it comes to the startup companies, the employees could wear casual clothes in normal time. There are more young people in the startup companies. The relaxing environment let them feel free and creativity. But on certain days , they should wear a uniform.

The relaxing relaxed4* environment lets them feel free and promotes/encourages creativity5*. But on certain days , they should wear a uniform.

1*  I would have used present- it is company culture.

2* you can also say - company culture , or maybe part of the company culture

3* used to + infinitive = past habit, to be used to + ing = accustomed to.

4* relaxing - makes them feel good. eg Relaxing music relaxed - not strict

5* or - lets them feel free and creative.

Clearly and concisely answers the question. Errors are minimal and a lot of the vocabulary and expressions sound natural and good- working for decades, on certain days, etc.

They used to wear a suit. If a new employee dressed informal, he/she would like a staff from another company. (awkward phrasing: perhaps you meant 'the managers would not be persuaded to keep them on') 
When it comes to the startup companies, the employees could wear casual clothes in normal time. (corrected by: 'instead of having to wear formal clothes') There are more young people in the startup companies. The relaxing environment let them feel free and creativity. (corrected by: 'relaxed') But on certain days , they are still required to should wear a uniform.
