It’s because the news will often use present tense to describe past events. I believe it’s called historical present. Its used to create urgency and gives the sense of immediacy to attract readers. For example, if Serena Williams won a tennis match yesterday. It will often be reported like Serena Williams wins match! Not Serena Williams won a tennis match.

News article titles are traditionally written in active voice. The word maps accomplishes this verses the word mapped with is not active but past tense.
