The answer is 1).
I think it can be the answer only if ‘out sprang’ is used as a verb in the sentence above. Is it used as a verb phrase here, or is there a typo in the sentence??

Number 2 has bad punctuation so I would pick number 1 since it's the only 'good' complete sentence here.
To fix number 2, change the first comma to a full stop, or a colon, or a semi-colon, or a dash, or a conjunction.

You are correct, the answer is 1. Adding 'and' is better than just putting commas between a bunch of clauses.
OUT SPRANG is fine. The word order seems odd, but this can happen from time to time.
I had just left my house when DOWN CAME the rain.
There is a Jazz song called UP JUMPED SPRING.
I wouldn't necessarily worry about learning to use this structure yourself--it's pretty unusual, but it's good to know it when you see it.
