It does not definitively indicate a habit. It states your preference. For example: I like to brush my teeth three times a day but, in reality, I probably average twice. I like to brush my teeth three times a day, but last week I couldn’t brush them a single time. I like to brush my teeth three times a day, and next week I’m going to make sure I do. ‘Like’ is timeless. ‘To want to do something’ expresses a desire for the future.

It expresses a personal habit due to the person's belief that it's appropriate or the best thing to do.

Hi Les, "I like to exercise three times a day". "I like to eat three times a day". These examples have the same sentence structure. I like to...... = I prefer to.....

In the sentence "I like to brush my teeth three times a day," the use of "like + infinitive" can imply either: A habit: If you already brush your teeth three times a day, "like" suggests that you enjoy or prefer doing it as part of your routine. Example: I like to brush my teeth because it keeps my mouth fresh. A preference or intention: If you're expressing that you want or prefer to brush your teeth three times a day, "like" indicates a desire or intention, even if you don't always do it. Example: I like to brush my teeth three times a day, but sometimes I only manage twice. The exact meaning depends on context. If it's something you already do regularly, it’s a habit. If it's more aspirational or occasional, it reflects a preference.

Strictly speaking, it means you like or prefer this routine (daily habit). So yes, I reckon in most cases, a person making such a statement is indeed implying that they brush their teeth three times a day (I mean, if one *wishes* to brush one's teeth three times daily, what's to stop one from doing so?).
