Couldn't figure this sentence out! "the heck not, dog gone it"
A:Maybe we could go fishing together again some time?
B:Only if we stay on shore to do it!
A:And without a reference book!
B:Hm. What about tomorrow?
A:And the heck not, Dog gone it!? See you!

That is a lot of slang!
Loosely translated into English it would probably be something similar to:
And the heck not (why not? = Why the heck not = sure, sounds good)
This is what is called a rhetorical question. Or a question that does not need to be answered as it is used to make a statement.
Dog gone it (damn it! or "OK" in this case. This is more of an exclamation than anything important)!?
See you (I'll see you later / I am leaving)!
I hope this helps you a bit as it took me a couple of times worth of reading through it to understand it and I've been speaking English my whole life. I'm still assuming that "And the heck not" was supposed to be "Why the heck not" or at least mean the same thing.

This is colorful conversational speech and very informal.
1 ) And the heck not
-the heck = the hell
-not = not tommorow
2) dog gone it! = euphemism for (god damn it!)
3) See you! = See you tomorrow!
And the heck not = to hell with not (not going fishing tomorrow) = yes to going fishing tomorrow
dog gone it! = damn!
See you tomorrow! They will go fishing together tomorrow.
