不亦 means 不也 = not but also in something,used for emphasizing the phrase 說 means 悅 = joyful 乎 means 嗎 = used in final phrase that question something,but in this sentence is positive so the real meaning is you are glad to see someone or do something hope it can helps :)

wow,i suggest you leave it alone. “不亦说乎”and "不亦悦乎”and something like this are Ancient Chinese which is very hard for us whose mother tongue is Chinese,and much less,you're still learning it.by the way,"不亦说乎" means "it's also a joyous thing to......."
