If you give yourself a Latin America tour, you will see that the accordion is an instrument of various Latin countries par excellence. Argentina can not dispense with the accordion that accompanies most beautiful tangos, Venezuela with its merengues. Colombia to mention where the accordion is heard on all sides of the country, in the typical music: vallenatos, cumbias, porros, merengues. It's a beautiful question.

I think the Germans like the accordion. You also see it in Mexican music. Many European countries use the accordion.

The accordion is popular in many countries. It was only invented recently (mid 1800s) but it spread widely because it was cheap, portable, and easy to play. I know it is used in folk music in Western and Eastern Europe, Mexico and South America, in some imported folk styles in North America (Polka, celtic music, cajun music, etc). I don't know as much about Asia, I think it is used in China but not so much in India or Southeast asia. I have no idea about Australia or Africa, lol. The accordion is not much used in the middle east because it can't play the quarter tones used in the music there. I think the best accordions in the world are still made in Italy. As for which country has the best players, it's probably pretty subjective, but Russia might have the most highly trained accordionists. You only have to go on youtube and search "classical music" and "bayan" (the Russian accordion) to find very virtuosic players. I can say for a fact that most North Americans under 50 years old, unless they are a fan of folk music, look down on accordions as hopelessly dorky and outdated instruments. Many people blame this on Lawrence Welk, who had a very dorky accordion-themed TV show a few decades ago, combined with the rise of the guitar and rock music. It's too bad, because it's a practical instrument that can sound nice if played well. ;)
