There is a difference between the two phrases. to 'turn on each other' means to attack each other, either physically or verbally. to 'wind each other up' can mean to annoy each other, or to tease each other, depending on the context and the relationship between the two people. The phrase 'it's a wind up' is simialr to a practical joke.
