Why, if you were born in 1990, you are 23?

Ah,this is the general point of some eastern countries,which follow the Lunar calendar(and my country too).It is counted by the number of years from year when you was born to the present+1 year(your mom was pregnant in more than 9 months,so this is considered 1 year =1 year old)
Example:you was born in 1990=>your age=(2012-1990) + 1=23 years old.

1. Everyone, at the moment of birth, is one year old.

As Kimchi says above when a baby is born in Korea they are automatically 1 year old, and rather than on their birthdays they go up in age at the beginning of the year. So in theory (correct me if I'm wrong Kimchi) a baby born on say December 30 would be 2 on 1st January yet only be a few days old.
