A fee is a cost that is given to you before work is done. An advised cost.
A payment is paid after a job has been completed therefore the work has been done payment is now due.

From my point of view, fee usually refers to what you will expense your money to othere things, maybe you will expense but don't expense at present, but payment usually refers to what you must expense.

Fee: money paid to a consultant or similar to do a specific job in a specific time and the person is not employed permanently.
Salary: Monthly amount paid to a person for doing an ongoing long term job and typically in a permanent capacity
Wage: Weekly amount typically paid to a lower level of worker.
Payment: Money given to someone for a consultation or completed work
