A wrist band andwrist-cuff are both worn around the wrist. A bracelet is won as a form of jewellery worn in most cases for beauty while a wrist band is worn mostly for other functions like sport or drama. It is very hard to note the difference between the two because in most instances they serve the same purpose.

A Wrist cuff is wide. 4 cm or more. To get it on, there is often a break down the middle and possibly a hinge.
A wrist band is thin. It probably has no break- or appears to have no break when it is on. A band is continuous.

The meaning depends on the context. According to Picken's "A Dictionary of Costume and Fashion" (and to a person studying fashion design), a "cuff" may be a "finish for sleeve or glove, for wrist or forearm" (p. 91), such as a single cuff or a double cuff. A "wristband" is "1. Band on a sleeve at the wrist. 2. Useful or ornamental band or bracelet worn on the wrist." (p. 382).
Usually when someone says "wristband," I think of a tennis wristband, which is absorbent, like what AldRin described above. After that, the word "wristband" might make me think of friendship bracelets or something like that.

Wristband - this is accessory, wrist cuff - this is the end of the sleeves.

A wrist-cuff is an accessory worn encircling the wrist, made of material such as fabric, leather, fur, or metal but I think it doesn't have the same function as wristband.
