actually it literally means "Where you are, I am" which makes less sense,,,

Indeed it is spanish, it may be sound like a romantic or poetic phrase at first...

it literally means "I am where you are" 
depends of the context also can mean something like "I will be there for you" or "I will follow you", etc.
It is very unlikely someone would say that in a normal conversation.
