Having an eye for something means that you either notice it more or (in your case) have some expertise or talent in evaluating it.
He had an eye for good painting.
This is the meaning that you want, I believe.
Having an eye towards something means that you have a definite intention regarding it.
He started the business with an eye towards expanding it to the West coast.
This is not your example above.
