hello, nany,i think i just have one word to advise u,that is 'practice'! 你好,nany,我想我给你的建议只有一个词:练习! your chinese is not bad! but,i thought, u've made a few grammatical mistakes in ur sentence. i would say:' 我想提高我中文的听、说、读、写能力,您能给我一些建议吗?' Although,in English,'advice' includes two means-劝告and建议, in Chinese, they are different. when u want to do something that u don't have enough experience, then u want to get some advice from other people, u should use chinese word-建议. an the other hand, when u do something wrong, somebody will give u some advice, u should use chinese word-劝告. 加油!

in fact you can say “我想提高中文听说写的能力”. but if you want to use “把”you can say “我想把我中文听说写的能力提高”。 “劝告”is one word, can't be seperated. or you can use “劝”only. like “劝告他”,“劝他”。while, in this sentense, as sweet said, you should choose “建议”in stead. “劝告”is used when you've decided what to do, but others don't want you to do like that; “建议”is used when you haven't decide what to do. then, you can simply say “有什么建议吗?”for the last part. and my advice is: if you're not in china, you'd better find some news for listening, newspaper or story for reading. if you have known many chinese words, maybe more than 5000, and you can seperated the four tones, then you can try to study some films. there's one thing that you should know is, the pronounciation of taiwan drama is not the classicle mandarin, so when you choose drama or film, those made by deractor of beijing are better. only after enough listening and reading can you begin to write. in fact, speaking is also based on listening and imitating. if you are in china, it's easier. find a chinese friend in life who had taken the mandarin certificate(should be the first band or the first level of the second band-every band has two levels. ) to practise your speaking and find some professional teacher for studying advice.

I guess every language is best learned in this way. You can make some native Chinese and take some free courses on line. There is a "Nihao Chinese" program which is a free trail on line!!!
