When I can use "whose"?
Is this sentence right? "Whose is this book?", as if to "from who it belongs" ?

In normal spoken English, you would hear more often "Whose book is this?" = "To whom does this book belong?". Your way is correct, but it is not used as much.
'Whose' can also be used in a statement, to refer ownership back to the subject.
Jack, whose car broke down, has been without transportation.
We know it is Jack's car because of the use of 'whose'.

That is the correct usage, yes. However, it is "to whom it belongs" not "from who it belongs." Whose is the possessive form of who or whom. Its use is like his or hers, except that it is use to ask a question, rather than to make a statement.
