"Hay" and "hoặc" can be both translated into "or" in English, but they're different by the level of feelings they express. "Hay" is more optional. Ex: Bạn muốn làm gì bây giờ, ăn tối hay là nói chuyện? (It means you have a choice to choose between having dinner and talking, but it's still ok if you want to do both). You use "hoặc" to oblige some one to make a clear decision. Ex: Bạn có thể học Tiếng Anh hoặc Tiếng Pháp" (It means you can only choose one. If you choose English, you can't choose France)
