Your question should be "What language do you think is the easiest, except your own?" because dialect is a type of language. Example, the language is english, the known dialects for it are North American, British, Australian etc. And betraying your question, the easiest is my own language because the sound of all vowels and consonants from other languages is present in my native language making it easier for us to learn other language.

For me, English is the easiest language to learn because English is being used as a medium for instruction here in the Philippines.
