In these sentences, all the sentences you said are correct. :) As a tip: issue, problem, and situation all have different meanings, so they can't always be used interchangeably like this.

1) Issue 2) Issue 3) Issues The key words to look for are "solve" and "resolve". When you are solving or resolving a problem, you use the word issue. Remember: if it needs to be solved, it will be solved, or it was solved, choose issue. Hope this helps!

I think 1. problem -> bc: "issue" can be treated separately. Problems must be handled openly, to solve them in the capacity of governments or businesses. Subject here is "the goverment" 2. problem -> bc: "issue" only a slight effect but also cause personal annoyance; but, "problem" making others suffer. And "unemployment" cause a lots impacts on society and people are influenced. 3. problem -> bc: the same reason with 1st.
