Charged means he went through the court system and was found guilty of murder. Accused of murder means that he was suspected of murder, but he was not yet found guilty.

He was charged with dishonesty.
(Both of these sentences would sound awkward to a native speaker, though the first sentence doesn't sound as bad as the second. The second sentence: "He was charged with dishonesty", would only make sense in a court setting, and usually one is only charged with something like murder; I hope that makes sense.)
More natural way to say this: "He was accused of being dishonest."
