It means "arise" or "emerge" Translation of your sentence is challenging, but let me try. => There is a criticism arising that the prejudice coming from the fact that the victim of the scandal is a prostitute has impacted. It will be appreciated it if anybody can make my sentence correct or edit it to make better sense.
