课本语法有点儿奇怪
在课本里面我看到这个句子，觉得语法有点儿不对的：
“对生活在城市中的年轻人来说，”
应不应该说：
“对在城市中生活的年轻人来说，”

Both correct, but the first one is better and more natural, so you should not change it.
The second one maybe less common and very often, we will write it as "对于在城市中生活的年轻人来说"。
It‘s more natural to use " 对于在....."
of course it's still correct skipping the "于", but it sounds less "fluent".

也许你的语法书说介词短语要放在动词前, 但语法规则都有例外. "生活在城市中"和"在城市中生活"都是对的.
BTW: 我们不说"在城市中住", 而说"住在城市中".
