I think you must be reading The Hunger Games! Reaping means harvesting, as in a crop on a farm. In this book, it means choosing people for the game, not a word usually used for choosing people. This tells you they don't treat them as humans. So the sentence means they will be choosing people at 2:00, not earlier.
