The one that comes to my mind now is Кир Булычёв and his series of short stories about Алиса Селезнёва, girl from the future. I liked them a lot. I find them very deep, colouful, heartwaming and full of hope. The first cartoon that comes to mind is Маша и Медведь, although to be honest, Masha is the only speaking character.
