a confused sentence I came across the sentence "The jury is still out on why the link exists." 1.what does it mean "jury"?(conclusion?) 2.what dose "out" mean?(not decided yet?) 3. Sometimes, I can not figure out the meaning, even the sentence is made up of simple words,why?

The jury = group of people selected to who decide if someone is guilty or not in a court of law. The jury is still out = the decision is still being made, it hasn't been decided yet (still thinking). In a court, the jury leave the room (the jury go out), if it takes a long time to decide,maybe it's a difficult or uncertain court case, we'd say "the jury are still out".
