I think, Is going to keep is The incident who will be doing have planned before so you must use "be going to" and Keeps is a incident who is doing now (present tense)

"is going to keep on" means that the action has occurred in the past, is occurring now, and will continue to occur in the future. "keeps" only talks about the past and present. Hope this helps :)
