How to say 弱国无外交 in english it's one of the sayings about foreign policy. I'm not sure who it's by, it could be Zhou en lai or Franklin D. Roosevelt . It means a poor or weak country's opinions and voice could not be considered seriously on the international stage. Decades ago, during a meeting , a chinese govornment officer spoke perfect English but no one was listening to him. A japanese officer had an awful accent and couldn't express well enough in English but all leaders of state were paying attention. Franklin D. Roosevelt admired the officer from China personally and said to him: your english is excellent and what u said made sense but ur country is too weak and poor, 弱国无外交. I want a proffessional saying.
