"to bring up" is a phrasal verb with several meanings. Here are some examples: Parents are responsible for bringing up their children. I will bring up the topic at today's meeting. She was bulimic and would always bring (vomit) whatever she ate. The politician was brought up on charges of corruption. Her harsh words brought me up short (made me stop what I was doing because I was very surprised).
