Does the Korean language have quote unquote like English? He's a "swell" guy means he's not swell For example, my boss stops by my desk around 5pm everyday to chat because he's just "in the area" and wanting to "chat." Reality is he's checking if I left early. My Korean friend was like, why do you keep making bunny ears with your fingers.

Yeah, the use of double and single quotes are pretty similar to English's. But it is not as liberally used in English. The quoting gesture is unknown to most - only some youths who lived abroad might know it. I'd say quoting is mostly a textual thing in Korea.
