This is correct:
This jacket is very nice. Where did you buy it?
This is incorrect.
This jacket is very nice. Where have you bought it?
You are using the present-perfect tense, which has a meaning that carries from the past to the future.
You could say, where have you brought it, or where have you worn it?
These are relevant to the present situation because the current place is now included in the list of places the jacket has been worn or brought. Every time you go to a new place, the answer changes.
However buying it was a one time event in the past. Whatever is going on now has no impact on the answer. So you want the past tense, which is the first sentence.
